A new Responsible Service of Alcohol (RSA) Training Program was released by the Queensland Liquor Licensing Division (LLD) on the 1st July 2005 to meet the mandatory requirement outlined in Section 1b of the Premier's 17 Point Brisbane City Safety Action Plan (The Action Plan).

This means:
- The LLD ceased operating as a Registered Training Organisation (RTO) on 30 June 2005 and can no longer issue Statements of Attainment.
Who does the approved Queensland Liquor Licensing Division RSA training?
- The LLD has licensed over 100 trainers throughout the state to deliver the LLD RSA program. An alphabetical list of these trainers is available here (PDF 14kb).
How can I get information on the RSA courses - When? Where? How much will it cost?
- If you would like to find out when an RSA course is being run and where, or the costs of an RSA course, please contact the trainers directly. Their phone numbers and email addresses are available in the spreadsheet (see link above).
- It is up to you to find the best trainer, time, place and price for yourself. Liquor Licensing Division will not make recommendations on any of these variables.
How long does the Liquor Licensing Division's approved RSA course take to complete?
- LLD Licensed RSA trainers are advised to train the course in no less than 4-5 hours. However, we have licensed trainers who will assist you in ensuring that you receive appropriate training for your learning level, if you require longer.
What mark do I need to score to pass the RSA exam to receive a Statement of Attainment?
- You are required to attain 100% in your exam to receive your Statement of Attainment. Liquor Licensing Division licensed trainers are professionals and work with you to ensure you can achieve this standard.
Is the Liquor Licensing Division's RSA training mandatory in Queensland?
- The LLD's RSA training is only mandatory for staff of licensed premises in the Brisbane City Council area that are licensed to trade after 1am, if they have not completed an RSA certificate in the three years prior to the start date of the mandatory requirement. Once the three years on their last RSA certificate expires, they are required to complete an LLD RSA program to meet the mandatory qualification.
- The mandatory requirement commenced on 1 March 2006.
- Staff of licensed premises includes licensees, nominees, crowd controllers and staff on duty at any time engaged in the supply and service of alcohol (e.g. bar attendants, glass collectors, hosts and hostesses, managers)
- Staff of these premises will have 30 days to complete the training from their first day of employment with the licensed premises.
- There is no mandatory requirement to do RSA training anywhere else in Queensland at this stage however the LLD strongly encourages completion of the program, particularly as the implementation of Stage 2 of the Statewide Safety Action Plan will occur later in 2006.
How long is the Liquor Licensing Division's RSA certificate valid for?
- There is a three year currency period for training. For example:
- If you do the LLD's RSA now, in three years you will have to renew your RSA.
- If you did an RSA course with any Registered Training Organisation on 1 February 2005, you will have to do the LLD's RSA course prior to 1 February 2008.
- If you did the LLD's RSA course on 1 February 2005, you will have to do an LLD RSA course prior to 1 February 2008.
- Anyone in the Brisbane City Council area who needs to do RSA to meet the mandatory requirement under statutory legislation must do the LLD's approved RSA course.
What if I have an interstate RSA certificate? Does that cover me under the mandatory requirement in Queensland?
- No. Each state in Australia has its own liquor legislation. An interstate RSA certificate will not be recognised under the mandatory requirement in Queensland, as the Queensland legislation has different standards to other state legislation.
- While some licensed premises may employ you if they are not in an area governed by the mandatory requirement, it is in your best interests to be aware of the risks of employment on licensed premises in Queensland. The Liquor Licensing Division recommends that you complete a Queensland LLD RSA course.
Is Liquor Licensing Division the only RSA provider in Queensland?
- No. RSA is an element of competency (THHBFB09B) from the nationally endorsed Hospitality and Tourism Training Package THH02/THT02. A Registered Training Organisation (RTO) who is registered with the appropriate scope can deliver RSA under the Australian Quality Training Framework (AQTF). Whilst LLD will not recognise an RSA Statement of Attainment from a RTO to meet the mandatory qualification under the liquor legislation, an RTO will recognise the LLD RSA program as fulfilling the competencies under the AQTF.
- LLD only licenses trainers to deliver RSA through a contracted RTO with which the approved trainer has a written agreement.
Does the Liquor Licensing Division's RSA training meet the national competencies of the Australian Quality Training Framework (AQTF) module THHBFB09B?
- An assessment grid has been developed to demonstrate how the LLD's RSA meets the AQTF competencies.
- The LLD has a practical assessment in the RSA module which is a House Policy development exercise and 3 scenes from a DVD to cue interactive discussion.
- To understand further how this works, please discuss with your trainer.
Does the Liquor Licensing Division's RSA course incorporate 'mutual recognition', 'recognition of prior learning' or a 'bridging course' if I have worked in the industry or done the program before?
- No. The LLD RSA course is about understanding the liquor legislation in Queensland and how it applies to and effects licensed premises, employees and patrons in Queensland. Liquor legislation can change on an annual basis; therefore it is important that you are aware of all the requirements. Further, the course is only 4-5 hours and does not require extensive commitment to participate.
- However, as the RTO operates under a system of 'mutual recognition' through AQTF, you can take your certificate to an LLD RTO and apply for them to issue you an LLD RSA certificate. Whether they do so will relate to their own processes and procedures.
How do I know I am doing LLD RSA training?
- If you contact the licensed trainers identified on our website, then you should be assured that you are heading in the right direction. If you are unsure, ask the RSA trainer, or contact Liquor Licensing Division
Who will issue Statements of the Attainment for the LLD's RSA program?
- The trainer who is licensed to deliver the LLD's RSA will be employed or contracted to an RTO. The trainer's RTO will issue the Statements of Attainment, purchased from the LLD. These certificates are sequentially numbered so they can be traced back to the specific trainer and date of training.
What does an LLD RSA certificate look like?
- An LLD RSA certificate has a blue strip on the top and white underneath. It has a certificate number in a red box on the bottom. It also has a margin down the left hand side in which there is a Queensland Government Logo. The issuing RTO will also print their own logos and brands in this margin to ensure the Statement of Attainment meets national standards.
What if I did LLD RSA training in the last three years, have lost my certificate and require a duplicate?
- LLD are no longer an RTO and cannot issue Statements of Attainment. All our records dated pre 30 June 2005 have been forwarded to Registration Services at the Department of Employment and Training. If you phone their general enquiries number, 1800 600 039, they will issue you a letter to state you have done the training, once they confirm your details. You may take this letter to an RTO that is a licensed trainer with LLD to deliver the RSA program. The trainer may agree to reissue the Statement of attainment for a negotiated fee as recognition of your prior learning with LLD for the RSA course.
